The City of Dallas has a Home Rule Charter which was approved by the citizens in 1965. Dallas has a Council-Manager form of government. Under the City Charter, the elected Mayor and nine-member City Council appoint a City Manager to act as the administrative head of the City and grant the City Manager the authority and responsibility for supervising and operating all city departments.
